Do you mean Normal service trains??? ..running every day.
If so, Yes, there are 2 that I know of, 1in the Norh of England, a community railway, the Wensleydale Railway, and the other just north east of London running on old underground track, the Epping Onger Railway. I don't know much about them,but they are also marketed as Heritage/Tourist lines
There are 2 others which I know want to run normal services and are run by volunteers. There has been plans for the West Somerset Railway which is 30km long from Taunton - Minehead on the coast but nothing has happened. There are also Plans for the Swanage Railway (Purbeck Line) in Dorset, southern England to run a service on there new link to the national rail system from Wareham - Swanage.
There are two semi-heritage lines in the south run on the national railway network, The Island Line on the Isle of wight which uses old London Underground trains and the Lymington branch in the New Forest using old Electric EMU trains in heritage livery.
