DRE übernimmt Betrieb Neukirch – Neustadt (Sachsen)
Zum 1. Oktober 2008 übernimmt die Deutsche Regionaleisenbahn GmbH, Pächter der Strecke von Neukirch (Lausitz) West nach Neustadt (Sachsen), auch den Betrieb auf der 13 km langen öffentlichen Trasse. Die weitere Bedienung des Steinbruchs der Firma Eurovia ist sichergestellt. Die Betriebsführung erfolgt dabei in der Zentralen Zugleitung in Pretzsch in Sachsen-Anhalt, die auch die meisten anderen DRE-Strecken bundesweit führt.

UK: Shadow Secretary of State for Transport Theresa Villiers announced on September 28 that Britain’s Conservative Party favoured construction of a high-speed north-south rail link instead of building a third runway at London’s Heathrow Airport. Linking Heathrow with St Pancras, Birmingham, Manchester and Leeds, the ambitious scheme would see trains replace around 66 000 short-haul flights, with work starting in 2015 and ‘full completion’ by 2027. Villiers said that ‘it will leave a lasting legacy for the future ― and it will lay the foundations for a high-speed network that I believe will one day stretch across the country.’

Costed at £20bn, of which £4∙4bn would come from the private sector, the project would see London – Birmingham journey times cut from 80 min now to just 45 min, with Manchester reached in 1 h 20 min and Leeds in 1 h 37 min.

The announcement was welcomed by Greengauge 21, a company set up to promote the case for high-speed rail in the UK. Greengauge 21 Director Jim Steer said that ‘high-speed rail is the key national transport investment needed for the century ahead. It will reduce carbon emissions, reduce oil dependency and provide a huge stimulus to regional economies.’ He added that ‘it is most welcome to see political leadership that recognises the need for serious long-term investment. With careful planning, [the network’s] benefits can extend beyond the regions where new lines would be built to ensure that northeast England, Scotland, Wales and the southwest also benefit from high-speed services.’

PKP Cargo: Börsengang für 2011 geplant
Die polnische PKP Cargo könnte 2011 erstmals Aktien verkaufen. Das sagte der Vorstandsvorsitzende des Konzerns, Wojciech Balczun, gegenüber polnischen Medien. Er schloss nicht aus, dass im kommenden Jahr eine Beratungsgesellschaft für das IPO ausgewählt wird.

Die PKP hofft, dass der Aufsichtsrat Ende Oktober die Fünf-Jahresstrategie genehmigt. Der Vorstand hat unter anderem vor, bis Ende 2009 ein Finanz- und Buchhaltungssystem einzuführen.

Pools spoorbedrijf PKP denkt aan beursgang
PKP, de grote Poolse spoorgoederenvervoerder, overweegt over enkele jaren een notering aan de effectenbeurs aan te vragen. Bestuursvoorzitter Wojciech Balczun denkt daarbij aan het jaar 2011. Volgend jaar al zou een adviseur worden aangewezen die de beursgang moet begeleiden, aldus de PKP-topman in gesprek met een aantal media. De raad van commissarissen van PKP zal zich eind volgende maand buigen over de strategie van het spoorbedrijf voor de komende vijf jaar.
Balczun kondigde verder een bezuinigingsplan aan met een omvang van 60 tot 75 miljoen euro, in het kader van een reorganisatie van het bedrijf. PKP zette vorig jaar 1,7 miljard euro om.

RAR übernimmt G 1206
Am 29. September 2008 wurde am Vossloh-Standort Moers die feierliche Loktaufe einer 1500 kW starken G 1206 auf den Namen „Ronja“ vollzogen. Neuer Eigentümer der zuvor von der RBH Logistics GmbH genutzten Lok ist die Rent-a-Rail Eisenbahn-Service AG (RAR) aus Ellwangen.

10. Internationale Brunel Awards vergeben

UIC und Watford Group haben gestern in Wien zum zehnten mal die Auszeichnungen für herausragendes Design und Architektur im Bahnsektor, die Brunel Awards, vergeben. Die achtköpfige Jury unter Vorsitz des französischen Star-Architekten Dominique Perrault vergab 15 Preise und 15 Anerkennungen in den Kategorien „Architektur“, „Industrie-Design und künstlerische Gestaltung“, „Technische Infrastruktur und Umweltgestaltung“ sowie „Rollendes Material“. Den Hauptpreis für herausragende Leistungen in allen Kategorien erhielten erstmals die ÖBB.

Insgesamt hatten sich 32 Eisenbahn-Unternehmen aus 18 Ländern und drei Kontinenten mit 161 Einreichungen um die begehrten Auszeichnungen beworben. Seit ihrer Gründung 1985 haben sich die Brunel Awards als bedeutendster Bauherren-Preis im Bahnsektor etabliert. Sie werden in unregelmäßigen Abständen von zwei bis vier Jahren vergeben, in diesem Jahr erstmals unter Beteiligung der UIC.

Dubai metro starts test running

UAE: Dubai’s Ruler Sheikh Mohammed bin Rashid Al Maktoum officially launched test running on the Dubai Metro during a visit to the test track on September 20. Sheikh Mohammed took a ride on one of the Kinki Sharyo-built trains, accompanied by Crown Prince Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Deputy Ruler Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, senior officials and representatives from the Dubai Metro technical and engineering team.

The train ran for 11 km between Jebel Ali and Ibn Battuta station on a elevated section at the outer end of the Red Line.

During his visit, Sheikh Mohammed also commissioned the metro’s wi-fi internet service, which will cover all trains operating on the Red and Green lines, allowing passengers to use a laptop during their journey. Mattar Al Tayer, Chairman & CEO of the Roads and Transport Authority, explained that 19 pedestrian crossings were to be installed along Sheikh Zayed Road to facilitate access to the metro stations.

At present there are more than 24 000 engineers, technicians and workers involved in the construction of the metro network. With 44 trainsets needed in time for the scheduled opening of the Red Line on September 9 2009, Kinki Sharyo is currently delivering four of the five-car sets per month. Tracklaying is reported to be progressing at 500 m per day.

Once completed, at an estimated cost of Dh15·5bn, the Dubai metro will be the world’s largest fully-automated metro, with 75 route-km serving 47 stations, of which 10 are underground.

Ökombi: Neue RoLa zwischen Kroatien und Österreich
Ökombi nimmt am 6. Oktober den Betrieb ihrer neunten Rollenden Landstraße (RoLa) auf. Sie verbindet das ostkroatische Spacva nahe der serbischen Grenze mit Wels in Österreich. Gefahren wird die 808 km lange Strecke nach Unternehmensangaben vorerst einmal täglich.

Auf der RoLa zwischen Wels und Szeged verkehrt seit wenigen Tagen ein viertes Zugpaar. Ab Dezember plant Ökombi zudem den weiteren Ausbau ihrer „Rennstrecke“ über den Brenner. Zwischen Trento und Regensburg wird ein viertes Zugpaar eingeführt. Die Verbindung Trento – Wörgl soll auf sechs tägliche Abfahrten je Richtung aufgestockt werden.

Metrolink tightens safety rules

USA: Southern California Regional Rail Authority has taken steps to improve its safety procedures following the September 12 collision between a Metrolink train and a UP freight train in the Los Angeles suburbs which killed 25 people and injured 135. Politicians and railroad officials are seeking to reassure the public that trains are reliable, following the head-on crash on a single-track segment near Chatsworth station on Metrolink’s Ventura County line.

On September 26 the SCRRA board of directors unanimously approved an improvement programme that included putting a second driver in the cab of some trains, creation of a safety peer review panel, evaluation of advanced train control technologies, a review the agency’s operating contract with Veolia Transportation, and an evaluation and updating of SCRRA’s emergency preparedness and response plans.

CEO David Solow was also directed to seek funding for safety enhancements and the implementation of a positive train control system. This will draw on the work of the North American Joint Positive Train Control Programme, which is funded by the Federal Railroad Administration and other sources.

The board’s action came a day after the Los Angeles County Metropolitan Transportation Authority adopted a motion recommending a series of immediate safety improvements. Metro is by far the largest financial contributor to the five-county SCRRA, and both authorities are largely composed of local elected officials.

Many of the recommendations are stopgaps, or cannot be implemented in the short term. Metrolink typically only 10 to 15 spare drivers on any given day, including some to cover for employees who are sick or on vacation. Thus, only a tiny proportion of trains will have two people in the cab. Other measures ordered by the board include placing video cameras in all cabs and installing automatic train stop with cab signalling to slow or stop a train if it passes a signal at danger. Although considered outdated, ATS is used on several commuter rail routes, including 48 km of the Metrolink network in Orange County.

After the meeting, SCRRA Chairman Ron Roberts said ‘the Metrolink board has taken definitive action to continue to be a leader in rail safety in the US. From our soon-to-arrive passenger cars with crash energy management technology to our Sealed Corridor Initiative, Metrolink has consistently been on the leading edge of rail safety. We intend to lead the industry into the next phase of rail safety development.’

Transnet droht mit Kündigung des DB-Tarifvertrages
Die Gewerkschaft Transnet droht mit der Kündigung des erst jüngst vereinbarten Tarifvertrages zur Zeitarbeit bei der Deutschen Bahn AG. Der Beirat der Gewerkschaft, das höchste Gremium zwischen den Gewerkschaftstagen, warnte den Konzern, wichtige verabredete Vereinbarungen nicht umzusetzen.

Hierzu zähle vor allem eine Quote zur Begrenzung der Zeitarbeit und die Stärkung der Mitbestimmung der Betriebsräte. Bisher weigere sich der Konzern, eine solche Quote festzuschreiben. Laut Transnet plant die DB, den Anteil der Zeitarbeit auf 5 % zu verdoppeln.

Tri-City feasibility study awarded

POLAND: Following a lengthy clarification process which delayed the decision, the IVV consortium has been selected to undertake feasibility studies for the proposed Tri-City Metropolitan Railway linking Gdansk, Gdynia and Sopot. The winning bid was reportedly worth 1·5m złoty, whereas the other bids varied in value from 1·8m to 3m złoty.
IVV is currently working on a feasibility study for the modernisation of PKP’s Reda – Hel and Gdynia – Kościerzyna lines, of which the second is expected to form part of the Metropolitan Railway project.

Die DB-Tochter Railion Deutschland AG hat den Mietvertrag für die drei Lokomotiven vom Typ 214, bei der DB als 262 bezeichnet, in dieser Woche unbefristet verlängert. Alle Loks erhalten zuvor in Stendal die neue Software, die ein Fahren in Doppeltraktion ermöglicht. Der Einsatz aller Maschinen erfolgt von Magdeburg aus.

More electrification planned

ARGENTINA: By means of a resolution published on September 9, the federal government has added two further electrification projects to its investment programme for the Buenos Aires suburban network. On the Sarmiento route, 830 V DC third rail is to be extended from Moreno to Luján and from Merlo to Marcos Paz, while on the Mitre network a new circular service from Retiro is to be created by electrifying 14 km from José León Suárez through Bancalari to Victoria.

On the same day, operating concessionaire TBA put into service on the Sarmiento route the first nine-car Puma V.3 trainset to be rolled out by Emfer under a government programme costing 318m pesos to rebuild 125 Toshiba EMU cars. The Puma features chopper control and static converters to feed auxiliary systems including air-conditioning.

The rebuilt train restored the Sarmiento fleet to its full complement of 24 units, after eight cars had been burnt out during a series of violent incidents which broke out at Castelar and Merlo on September 4. With the start of work on the programme to place the route between Caballito and Moreno underground (RG 3.08 p128) delayed as the preferred bidders attempt to raise finance, TBA points out that it is operating the maximum service frequency within the 'technical constraint’ imposed by the number of level crossings on the Sarmiento line.

Bids for a contract worth up to 4·34bn pesos to complete the 25 kV 50 Hz electrification of the Roca network, including resignalling, level crossing elimination and the supply of 200 air-conditioned EMU cars (RG 4.08 p206), were opened in the presence of President Cristina Fernández in La Plata on September 17.

Am 24. September erfolgte die lang erwartete Abnahme der Lokomotive D5 der Brohltal-Schmalspureisenbahn Betriebs-GmbH. Gleich am Tag drauf erfolgte der erste Einsatz vor einem Güterzug auf der Schmalspurstrecke.

Die 1998 von der staatlichen nordspanischen Bahngesellschaft Ferrocarriles de Via Estrecha (FEVE) beschaffte Lok wurde überwiegend in Eigenarbeit der Brohltaler Eisenbahn aufgearbeitet.

SWEDEN: In an ongoing research project, Bombardier has started testing permanent-magnet traction motors as part of its strategy to develop more environmentally-friendly trains. Dr Harry Hondius reports from a 245 km/h test run between Stockholm and Västerås.


Bombardier has been working with Banverket and various Swedish research institutions for the past few years on a project to study ways of increasing train speeds with minimal changes to its existing track.

Banverket is an active participant in the programme, and the infrastructure manager is currently spending around 20% of its R&D budget on this work. It wants to be closely involved in the development of specifications for future trains which will minimise the impact on its track but are suitable for local climatic conditions. The Swedish winter sees fine snow and temperatures often oscillating around 0°C, alternately freezing and thawing the turnout switches, for example.

As reported last month, Banverket has submitted proposals to the Swedish government for creation of a 320 km/h high speed network linking Stockholm and Jönköping with Göteborg and Malmö. Involving around 750 km of new construction, this would cost in the order of €10bn to €15bn, but the view in Sweden is that such an investment would be worthwhile on a socio-economic basis.

A new generation of high speed trains would be needed to work these lines. In addition, SJ’s 43 X2000 tilting trainsets built between 1989 and 1998 will eventually have to be replaced. Banverket’s hope is that this can be done using trains with fast acceleration and excellent riding qualities, avoiding the need for tilt.

To augment its fleet, SJ ordered a build of 20 new inter-city EMUs in May, with an option for a further 20. The four-car sets are designed for 200 km/h operation, and are scheduled for delivery between April and August 2010. They are based on the successful stainless steel-bodied Regina trainsets that Bombardier has been delivering to Swedish local authorities for regional services; to date 70 two-car and three-car sets designated X50 to X54 have been built at Kalmar.

As described in RG 8.99 p511, the Regina EMUs have a body width of 3 450 mm. A two-car set is 53·9 m long and weighs 120 tonnes, or 580 kg/m². Internal floor height is 1 150 mm, with two doorways at 600 mm above rail and two at 350 mm. One vestibule has a rotating wheelchair lift allowing disabled passengers to reach the interior saloon. Each unit has six 265 kW motors, giving a peak acceleration of 0·8 m/s², and a top speed of 200 km/h.

The SJ inter-city version, ordered at a cost of €221m (€26 000/m²), will be assembled at Hennigsdorf, with bogies from Siegen and electrical equipment from Västerås, which is also responsible for overall project management.

Green Train – take 2
As a taster for its display at Inno-Trans 2008, Bombardier invited Railway Gazette International to a test run on August 7, including an update on the Gröna Tåget project and its ECO4 strategy to make trains more environmentally-friendly. This took place on the Stockholm – Västerås line, where a maximum of 245 km/h was reached between Grillby and Tortuna.

Taking advantage of reduced traffic during the summer holidays, the research team has been able to lease a Regina EMU for the test programme between June and October each year. This year leasing company AB Transito has provided X52 set 9062. Standard Regina sets have three of their four bogies powered, but for last year’s tests the unit was modified with all axles powered by three-phase motors using gearboxes from MC Watteeuw of Belgium. This year only three motored bogies are being used.

In a move away from the actively-steered mechatronic bogie tested last year, both cars DMA and DMB have been fitted with 'soft’ bogies. This is a further development of the long-established ASEA self-steering bogie which used long metal/rubber primary springs to permit a degree of passive radial steering in curves greater than 150 m to 200 m radius, depending on the taper of the wheel treads. Using coil springs and 1:30 wheels, the designers have now trimmed the resistance in the linkage and suspension in such a way that some radial steering is still obtained during curving, whilst ensuring sufficient stiffness for stable running at higher speeds on straight track.

In addition, car DMA has been equipped with Active Lateral Suspension, a modified secondary suspension and an instrumented wheelset. ALS uses transverse damping to increase the lateral ride comfort and help keep the body in a centred position. This seems to work well, providing a similar degree of ride comfort at 250 km/h as a conventional bogie at 200 km/h. If adopted, it would allow future Regina derivatives to have a 3 600 mm wide bodyshell against the current 3 450 mm.

The secondary air springs in car DMA have been equipped with an auxiliary reservoir to provide a larger air volume and a quick-acting valve to improve vertical ride comfort. This had a positive effect, in that car DMA rode much better in terms of vertical oscillation than DMB, which frankly had a bit of a tendency towards 'tap dancing’ at speeds over 210 km/h.

On car DMA manufacturer ?Schunk is testing pantograph behaviour at higher speeds, with the contact pressure increased from the usual 30 or 50 kN to 90 kN for running at 280 km/h. KTH is responsible for monitoring the ride quality.

Bombardier is testing its new Mitrac permanent-magnet motors on the inner bogie of car DMB; the outer bogie of this car is unpowered. Car DMA is powered by asynchronous motors on both bogies. Trials in June and July focused primarily on pre-testing of the PM motor, after which the ALS and soft suspensions were to be tested against the UIC 518 ride dynamics standards during July and August. Finally, a reliability test of the PM motors and the mechatronic bogie are scheduled for September and October.

This year, the train will retain some experimental equipment when it returns to regular service, allowing reliability testing on the mechatronic bogie and PM motors under winter conditions from November to June.

Four paths to ECO4
The permanent-magnet motor is part of Bombardier’s ECO4 research strategy, which focuses on the four Es: save Energy by increasing Efficiency, improving Economy and become more Ecological.

Developed at Västerås, the synchronous PM motor is continuously rated at 302 kW, with a maximum power of 1 046 kW at 5 000 rev/min. Overall efficiency at full load is put at 97·1%, which is around 3·5% better than a comparable induction motor. Similar efficiencies are achieved at partial loadings. The self-ventilating motor weighs 550 kg, or 1·79 kg/kW. This is much the same as an asynchronous motor with external air cooling. The fully-suspended motor drives the axles through a Watteeuw semi-?suspended gearbox.

During the test run, on a windless rainy day with an ambient temperature of 17°C, the train was notably quiet. Interior noise level in car DMB above the PM motors was just 52 dB(A) at 120 km/h, 59 dB(A) at 200 km/h and 65 dB(A) at 245 km/h. Lateral stability was also excellent.

Bombardier engineers believe that the permanent-magnet motor has the potential to become the leading traction drive for the future, and may supersede the induction motor in much the same way that this largely replaced the DC motor from 1985 onwards. The company is currently building its traction motors at Hennigsdorf and Pittsburgh, and through a joint venture in China.

Bombardier hopes that applying its ECO4 principles to the Gröna Tåget will result in an overall energy saving of around 50%. Of this, a conservative 2% saving in traction energy is expected from the adoption of PM motors. Another 15% will come from using the EBI Driver Assistance software, which seeks to balance continuously the power requirement with maintaining an optimum schedule. This system is also being tested on the demonstrator this summer. Around 12% could be saved through the use of aerodynamically-optimised nose ends, adapted to the design speed.

A final 20% saving of traction energy would come from the adoption of the Mitrac Energy Saver. Based on earlier trials of on-board energy storage using supercapacitors on a Mannheim tram, Bombardier believes that this level of energy saving is possible where the stopping and starting conditions are right. In addition, the builder expects that smarter air-conditioning equipment could save up to 40% in energy use for heating and cooling.

Wismar – Rostock – Tessin bleibt bei DB Regio
Die DB Regio AG wird den SPNV auf der Strecke Wismar – Rostock – Tessin für drei weitere Jahre betreiben. Dies hat das Land Mecklenburg-Vorpommern jetzt entschieden. Der neue Vertrag läuft bis Dezember 2011.

Die Strecke wurde erstmalig 1999 ausgeschrieben, damals erhielt DB Regio den Zuschlag bis Ende 2007, es folgte zunächst eine einjährige Vertragsverlängerung. Im nun durchgeführten Vergabeverfahren, das im April begonnen hat, setzte sich DB Regio gegen zwei Konkurrenten durch. DB Regio hatte allerdings im Vorfeld per Ausschreibung einen Subunternehmer für die Strecke gesucht.
