Argentina: Tenders have been called for accessibility and other improvements at 22 Buenos Aires suburban stations, divided into two packages totalling 60m pesos. Also funded under a US$132m World Bank programme for 2008-10, an underpass is to be constructed within a budget of 42·5m pesos to replace a level crossing at Monte Grande.
China: China Railway Group has announced a number of major contracts, including the construction of Tianjin West station on the Beijing – Shanghai high speed line at a cost of 2·1bn yuan. Container terminals will be built in Wuhan at a cost of 383m yuan and Chengdu for 436m yuan.
CR Electrification Bureau will undertake a 618m yuan wiring project in Guiyang with Beijing Construction Engineering, and has won a 2bn yuan contract for Wenzhou – Fuzhou.

North Korea: On August 6 a contract was signed for Russian Railways to lease the 54 km railway between Tumangan and Rajin for 49 years, and construct a container terminal at Rajin port (RG 6.08 p346). RZD, Russian-Korean joint venture RasonKonTrans and the Ministry of Railways will explore reconstructing the line from Rajin to Namyan on the border with China.
Malaysia: On July 25 a joint venture of MMC and Gamuda formally signed the 12·5bn ringgit fixed-price contract to double-track the 329 km route from Ipoh to Padang Besar.
Netherlands: Using €45m of local government funding, ProRail is to upgrade the Dordrecht – Geldermalsen line with new passing loops at Dordrecht Stadspolders and a station to be built at Bovenhardinxveld. Four other stations are planned. Operator Arriva plans to order an additional Stadler GTW 2/6 and two more GTW 2/8 EMUs to increase frequencies from 2011.

Die in Ausstellungsfläche und Ausstellerzahl deutlich gewachsene Leitmesse der internationalen Schienenverkehrstechnik reiht sich damit unter die größten Technikmessen weltweit ein. Aussteller und Fachbesucher hatten nach Aussage der Messe Berlin ein außerordentlich positives Resümee ihrer Geschäftstätigkeit auf der InnoTrans gezogen. Laut einer Umfrage waren 89 Prozent der Aussteller mit dem geschäftlichen Ergebnis ihrer Messebeteiligung zufrieden. Über 93 Prozent bekundeten bereits jetzt die Absicht, sich an der InnoTrans 2010 zu beteiligen.

Air freight takes to the rails

EUROPE: The Eurocarex consortium has unveiled plans to order a fleet of dedicated trainsets in time to launch high speed freight trains in 2012. The prospect of high speed rail freight services linking some of Europe’s major airports is moving closer, after the partners in the Eurocarex project signed a Memorandum of Interest in Brussels on July 8.
Target date for the start of services is March 31 2012. An initial fleet of eight articulated nine-car trainsets, each able to carry around 100 tonnes of freight in airline containers, would link terminals at Roissy-Charles-de-Gaulle, Lyon Saint-Exupéry, Lille Lesquin, Liège, Amsterdam, Köln-Bonn and London. A second phase would see Bordeaux, Marseille, Strasbourg and Frankfurt added to the list of destinations within five to seven years, which would require the fleet to be increased to around 20 sets. In the longer term Madrid, Milano, Barcelona and Berlin could be added, bringing the network to around 10 000 route-km.
Total price of the initial eight trains - which would be funded by the project partners - is put at €625m. Terminal construction is costed at €300m, but the partners envisage that about half of this would be raised from public-sector sources. Operating costs are put at €60m a year, of which €38m is budgeted for track access charges. A further €40m a year would be needed to pay off the capital investment.
A meeting held at Roissy in May brought the parties together to agree proposals, leading to the establishment of Eurocarex. Based in Brussels, the organisation will be headed by Yanick Paternotte, who is President of the Val d’Oise Economic Expansion Committee. The business plan envisages a 62% average load factor. During the first phase this would see around 270 000 airline pallets carried by rail each year at a price of €370 to €400 per pallet per trip.
Summing inward and outward demand from the hub at Charles-de-Gaulle, Eurocarex has identified flows of 889 loads per day, based on a 3 200 x 2 400 x 2 400 mm container (Table I). This would be a mix of Express (parcels) and Cargo (air freight).
The project has gained considerable momentum from the recent escalation in the price of oil. Founder members are Air France KLM Cargo, La Poste, FedEx and three organisations with business interests at or near Roissy-Charles-de-Gaulle airport - Roissy Développement, the Val d’Oise Economic Development Agency and the town of Goussainville.
More recent members include four organisations with plans for terminals in Lyon, Liège, London and Amsterdam. In London a terminal is envisaged to the east of the city; this part of the project is being co-ordinated by Eurotunnel. Associate members include eight French chambers of commerce, RFF and 12 commercial businesses such as TNT Express, Prologis, Lasalle Investment Manager, Unibail and Aéroports de Paris. DHL and UPS are expected to join shortly.
Alstom was asked to develop outline proposals for the trainsets, examining three different vehicle designs (Fig 1). Keeping the essential TGV concept of articulated cars, the train would have steel-bodied trailers to a large-profile design with a well between the bogies able to hold four AMJ containers; these could be 2·5 m high, or 3 m if they have tapered top corners, with a maximum load of 4 tonnes each. Two smaller AKE or VRAC containers carrying 1 tonne apiece could also be accommodated over the bogies.
The trailers would have a floor height 800 mm above rail, with doors 3 580 mm wide and 2 640 mm high - a 3 m high door option is being reviewed. Subject to structural strength, a similar vehicle with 6 m wide doors could accommodate two IATA 20 ft containers in the well; again the height could be 2·5 m or 3 m.
An alternative high-floor vehicle could carry five AMJ boxes, but these would be limited to a height of 2·5 m even with tapered corners, so the consortium has decided not to continue the development of this option.
A 212 m long trainset would be formed of nine 18 m trailers and a pair of three-system power cars, of which two types are under consideration. A TGV POS derivative able to reach Frankfurt, Strasbourg, Bordeaux, Lyon and Marseille is expected to be available off the shelf, but a PBA version for the services to Amsterdam and Liège is not expected to be ready for delivery in less than three years, probably piggybacked on an order from SNCF. Eurocarex has not identified a suitable power car for operation through the Channel Tunnel to London, which it believes might not be available for five years.

Am 21. September 2008 wurde Siemens ES 64 F4-400 im Schlepp der ES 64 F4-006 ab Berlin nach Polen überführt. Die Lok gehört zu einer neuen Subtype (VI), die ausschließlich für den Betrieb unter 3kV DC vorgesehen ist. 20 Maschinen dieses Typs werden in Kürze an die MRCE Dispolok GmbH für den Einsatz in Polen und Italien ausgeliefert. Die ersten beiden Serienloks ES 64 F4-401 und 402 wurden am 28. September durch ES 64 F4-006 von München-Allach nach Wegberg-Wildenrath zur Inbetriebnahme geschleppt.

On August 24 Shenyang Deputy Mayor Xing Kai confirmed that construction had started on the Shenyang section of the Shenyang – Fushun inter-urban light rail project. Operation of the 61·1 km route is expected to commence in April 2009. The line will reduce journey times between the two cities from 90 to 53 min.
Sacramento Regional Transit hopes to start work next year on the 6·9 km extension of its South Line from Meadowview Road to Cosumnes River College in Elk Grove, although completion has been delayed a year to 2012, and the price has risen 23% to US$270m. A risk analysis by the FTA emphasised that a number of physical barriers will make construction difficult. Track will be placed along a Union Pacific right-of-way and cross environmentally sensitive areas, a flood plain and a number of waterways.
NSW Department of Commerce has invited Expressions of Interest for the supply of an electronic integrated ticketing system for Sydney. Registrations close on October 16.
Kuala Lumpur metro operator Syarikat Prasarana Negara Berhad has launched a tender for automatic fare collection equipment for its Kelana Jaya and Ampang lines. Deadline for submissions is December 1.
The new CEO of Budapest Transport, István Kocsis, wants to restructure BKV as a holding company with separate subsidiaries including BKV Metro, BKV Autobusz, BKV Villamos (trams) and BKV HÉV (commuter trains). While the city of Budapest would remain BKV’s majority shareholder, the proposal would allow district councils and private companies involved in public transport to acquire shares. Other financial measures such as loan restructuring and bond issues are under consideration.
The Hungarian government has backed a HF37·7bn tram upgrading project in Miskolc. This involves renovating the 11 km route, laying 1·4 km of new track, the construction of 45 stops and the acquisition of 31 low-floor trams. Subject to the approval of EU funding, the project is due to be completed by the end of 2011.
BEML has secured a Rs520m order from Delhi Metro to design and build eight low-cost cars which will be used to lengthen trains from four to six-car formations. BEML is also supplying two nine-car stainless steel EMUs to Indian Railways under a second contract worth Rs310m. These are due to be delivered within two years, and the contract includes an option for a further 36 cars, increasing the total value to Rs920m.

EVB: Strecke Zeven – Tostedt bleibt erhalten
Die Strecke zwischen Zeven und Tostedt der EVB Eisenbahnen und Verkehrsbetriebe Elbe-Weser GmbH bleibt erhalten. Die Gesellschafter der Bahngesellschaft, darunter das Land Niedersachsen mit 58 % der Anteile, haben sich jetzt dafür ausgesprochen. Anlass dazu ist die anstehende Verbreiterung der Autobahn A 1 und damit zusammenhängend die Frage den Neubau einer Eisenbahnbrücke.

Nach einem positiven Gutachten von Prof. Thomas Siefer von der Universität Hannover haben sich aber die Verantwortlichen für eine Beibehaltung der Strecke entschieden.

EVB: Strecke Zeven – Tostedt bleibt erhalten
Die Strecke zwischen Zeven und Tostedt der EVB Eisenbahnen und Verkehrsbetriebe Elbe-Weser GmbH bleibt erhalten. Die Gesellschafter der Bahngesellschaft, darunter das Land Niedersachsen mit 58 % der Anteile, haben sich jetzt dafür ausgesprochen. Anlass dazu ist die anstehende Verbreiterung der Autobahn A 1 und damit zusammenhängend die Frage den Neubau einer Eisenbahnbrücke.

CANADA: Toronto Transit Commission launched a tender on September 15 for project management and consultancy services to support its ambitious Transit City light rail expansion programme. Estimated value of the contract, which will last about 10 years, is C$375m.
On August 27 TTC re-opened the procurement process for 204 low-floor trams at an estimated cost of C$1·25bn. Its initial attempt had attracted only two bids, both of which were deemed non-compliant (RG 8.08 p489).
A multi-phase bidding process will now be used, with Alstom, Bombardier and Siemens invited to participate. Technical requirements remain unchanged, and each company has said it could build a tram that meets the requirements. However, Bombardier responded that it would not be making a new proposal.
Skoda and Inekon had signed a Memorandum of Understanding on August 22 to submit a joint offer, but they are reported to have been eliminated from the bidding process.
The Canadian government on September 5 formally committed its C$622m share of the funding for the 8·7 km Spadina subway extension from Downsview to York University and Vaughan. York Region, the city of Toronto and the Province of Ontario had already pledged their contributions; the municipal, provincial and federal governments will each pay a third. TTC hopes to have the new segment open by 2015.

Aufgrund der unzureichenden Bahnverbindung zum Großflughafen BBI in Schönefeld bei Berlin soll der Schnellverkehr zunächst per Bus abgewickelt werden. Ab Dezember will die Deutsche Bahn durch ihr Tochterunternehmen Bayern Express eine Busverbindung zwischen dem Bahnhof Südkreuz und dem Flughafen Schönefeld anbieten.
Die Busse sollen dabei schneller als die einst als Schnellbahn konzipierte S-Bahn sein und das Ziel bereits in 15 bis 17 Minuten erreichen. Da der Schnellbus direkt vor dem Terminal A halten wird, entfällt der rund zehnminütige Fußweg zwischen dem Bahnhof und dem Abfertigungsgebäude des Flughafens.

GERMANY: A party last month marked the arrival of the first EMUs to operate quasi-S-Bahn services radiating from Augsburg.
On August 8 DB’s regular ICE services from München to Stuttgart and Nürnberg were diverted away from Platform 1 at Augsburg Hbf to make way for public celebrations. A giant party was held to commemorate the forthcoming launch of the Fugger Express. The timetable change on December 14 will see the start of operations on what is being described as Bayern’s third S-Bahn network.
In fact, Augsburg is not really big enough to merit a full S-Bahn, and the new services will not meet all of DB’s criteria, so they are officially being described as 'S-Bahn-like transport’. The network is being promoted as the Fugger-Netz after local celebrities — the Fugger banking and trading family was active in Augsburg during the 15th and 16th centuries.
Centrepiece of the celebrations was the first of 37 new Class ET440 Coradia Lirex EMUs being built for DB Regio Bayerisch-Schwaben by Alstom LHB at Salzgitter. The first unit had been formally welcomed to Augsburg on July 18 by the city’s Mayor Dr Kurt Gribl and a choir of local schoolchildren singing a specially-composed 'Fugger Express Song’.
Within the Augsburger Verkehrsverbund area, Fugger Express services will radiate out from the city as far as Mammendorf on the main line towards München, Otting-Weilheim on the line to Donauwörth and Nürnberg, and Dinkelscherben on the route towards Ulm and Stuttgart. All these routes are already electrified. In practice, the trains will continue beyond the AVV boundary to München and Ulm, and later beyond Donauwörth to Aalen in Württemburg.
With 79 ET 440 trainsets on order, some of the later builds are also destined to operate in Bayern. From the December 2009 timetable, they will take over the services between München and Passau via Landshut and Plattling as well as routes from Würzburg to Nürnberg, Bamberg, Treuchtlingen and Lohr-am-Main plus the branches from Gemünden to Jossa and Schlüchtern in Hessen.

Mit dem 1. Oktober beginnt Dipl.-Ing. Holger Buse seine Tätigkeit als neuer Leiter Infrastruktur/Bautechnik bei der EVB in Bremervörde. Er löst Dipl.-Ing. Steffen Ruschmeyer ab, der diese Stelle interrimsweise geleitet hat. Buse war zuvor Technischer Leiter bei der WLE, hier erfolgt eine Nachfolge erst zum Jahreswechsel.

RFF seeks Nîmes – Montpellier offers

FRANCE: RFF has released a request for expressions of interest in the construction and management, through a public-private partnership, of the Nîmes – Montpellier bypass.
The 70 km bypass follows a new alignment to connect the existing TGV Méditerranée route with the high speed line currently being built from Barcelona towards Perpignan, which will provide a standard gauge connection into Spain. The start of bidding follows the signing of a protocol between RFF and local authorities in Languedoc-Roussillon in June over the financing of the project.
In addition to carrying high speed passenger services, RFF sees the line as a strategic freight artery to carry trains away from the urban areas around both cities, and offering an important boost to capacity for east-west transit traffic along European Corridor D, which runs from Valence to Budapest via Torino. The project is also in keeping with the French government’s targets on sustainable development, as outlined in its environmental Grenelle, according to the infrastructure manager.
