Bahn-Fahrgäste sollen mehr Rechte bei Verspätungen erhalten. Auf Vorschlag von Bundesjustizministerin Brigitte Zypries (SPD) beschloss heute das Kabinett den Entwurf für ein Fahrgastrechtegesetz.

Vorgesehen ist eine Fahrpreisentschädigung bei Unpünktlichkeit oder Ausfall eines Zuges

Belgrad: Neue Fahrzeuge für den ÖPNV
Belgrad will den Fahrzeugpark für den städtischen Nahverkehr verjüngen. Der Betreiber, die GSP, soll 30 neue Straßenbahnen und 50 neue Trolleybusse bekommen. 2009 soll der Kauf besiegelt werden.

Lima metro concession expected

PERU: This month is due to see the award of a 40-year concession to complete and operate Line 1 of the Lima metro. The government's private investment agency ProInversión announced in September that final bids were to be submitted by September 17, with the technical offers to be opened on October 6 and the financial proposals on October 10.

Several consortia have expressed interest in the project, including Acciona of Spain, which is working with local construction group Graña y Montero. Metro de Madrid is heading another consortium with OHL, Cobra and Abengo-Telent, whilst three Brazilian firms and Astaldi of Italy are also reported to have teamed up with local partners.

The 9·2 km first phase of Line 1 linking Villa El Salvador with Atocongo was completed in the 1980s at a cost of US$300m, but has only operated sporadically. The winning bidder is to build an 11·7 km extension from Atocongo to Hospital Dos de Mayo with nine stations, serving the districts of San Borja, La Victoria and Cercado (RG 6.07 p336). It will also supply additional rolling stock and operate the whole line. The extension is provisionally costed at US$280m, and the government has agreed to contribute up to US$222m.

Bombardier wird Transmashholding nicht übernehmen
Die Gespräche zwischen Bombardier Transportation und Transmashholding sind geplatzt. Gründe wurden nicht genannt, es verlautete aber, dass der Preis zu hoch sei. Der Haupteigentümer von Transmashholding, die niederländische Breakers Investment, soll zwischen 1,5 und 2 Mrd. EUR verlangt haben.

Bombardier hatte im Juni öffentlich sein Interesse an dem russischen Schienenfahrzeughersteller bekundet.

THSRC extends market pricing

TAIWAN: Chief Executive of Taiwan High Speed Rail Corp Dr Ou Chin-Der announced on October 2 that the operator would be introducing two new off-peak ticket types with effect from November 1, expanding the range of fares available on the 345 km high speed line between Taipei and Kaohsiung. The scheme is being marketed as HSR Dual-Colour Fares, as the Off-peak and Super Off-Peak services will be colour-coded blue and orange in the THSRC timetables.

The move follows the introduction of discounted tickets for non-reserved seating in November 2008, which offer a 7% reduction on the usual reserved seat fares. This has led to overcrowding in the unreserved sections of the most popular trains, and THSRC hopes that the introduction of discounted tickets for standard class reserved seats will help to spread the demand as well as attracting further riders.

According to Ou, ‘careful analyses have been undertaken of the long-term data on ridership for each train’ allowing the operator to identify lightly-loaded services. Blue Zone trains will be designated ‘Off-Peak’, with passengers enjoying a 15% discount off the regular ticket price (equivalent to 8% below the unreserved price). The least busy trains will become ‘Super Off-Peak’ or Orange Zone, with a 35% discount off the regular fare.

THSRC says around 60% of the 928 trains that it runs each week will fall into one of the coloured zones, with some discounted services running every day. However, the designation of services will vary from day to day to reflect the demand patterns, which see heavier loadings on Fridays and Sundays as Taipei residents return to their family homes each weekend.

Ou says ‘the primary objective in launching HSR Dual-Colour Fares is to attract first time users and broaden our customer base. The secondary objective is to maintain our general service quality and passenger comfort, as we will be able to pull price-sensitive customers away from over-crowded trains in the free-seating non-reserved seats to our standard reserved seats in less busy trains. Through the launch of these new ticket types, I hope that we can serve the public better especially during this period of economic downturn and at the same time stimulate domestic spending power.

Die Deutsche Bahn AG hat bei Bombardier Transportation weitere 15 Talent 2-Züge mit einem Volumen von rund 60 Mio. EUR abgerufen. Die Züge werden auf der Strecke Aachen-Köln-Siegen als Regional Express Rhein-Sieg einsetzen.

Abgerufen wurden drei dreiteilige, zehn vierteilige und zwei fünfteilige Triebzüge. Die Mittelwagen bekommen dabei unterschiedliche Konfigurationen

Tram-trains bids invited

UK: Train operating company Northern Rail has issued an Invitation to Tender for the supply and maintenance of lightweight tram-train vehicles to operate on the Shefffied – Barnsley – Penistone – Huddersfield line during a two-year trial sponsored by the Department for Transport. Northern is looking to acquire a minimum of five vehicles to operate the 60 km route.

Due to start in late 2010, the trial is supposed to test the suitability of lightweight vehicles for operation on the UK rail network, including the potential to reduce the operating costs of secondary lines. The project is structured as a partnership between DfT, Northern and infrastructure manager Network Rail.

The UK government is providing £9m to support the first phase of the trials. Railways Minister Tom Harris said that tram-trains ‘have real potential to deliver greener and faster journeys for passengers. It is encouraging to see that this ground-breaking project is making good progress.’

Network Rail is undertaking preparatory work on the route, including changes to the track and stations, as well as changes to the operating rules and legal requirements to permit the vehicles onto the network.

Whereas the first stage of the trial will restrict the lightweight vehicles to a non-electrified rural railway, the project includes an option for a second phase, which would look at genuine tram-train operation with through running onto the Sheffield Supertram network. This would see the vehicles running between Rotherham and Sheffield, to see assess the additional benefits of extending services into the city centre.

Northern Rail’s Managing Director Heidi Mottram says ‘this is an exciting trial, that has the potential to deliver higher quality journeys for customers on the Penistone line and the wider network. We look forward to receiving responses to the ITT.’

BLS AG/DB AG: Anteilserhöhung vollzogen
Die DB hat jetzt den Anteil an der BLS Cargo auf 45 % erhöhen können.
Am 1. Oktober wurde rückwirkend zum 1. Januar die Erhöhung der DB-Anteile an der BLS Cargo AG vollzogen. Damit gehören jetzt 45 % der schweizerischen Güterbahn zur Railion Deutschland AG. Die Verträge dazu wurden bereits am 27. Juni unterschrieben, nun lagen auch die Zustimmungen der Kartellbehörden vor.

Bisher gehörten 20 % des Unternehmens zum DB-Konzern.

Expansion plans approved

CHINA: The National Development & Reform Commission has approved construction of the 261 km Tianjin - Qinhuangdao passenger-dedicated line, a 161 km extension from Lijiang to the Shangri La area of Yunnan province, a 487 km line from Kashi to Hetian in Xinjiang, and a direct link between Xi’an and Pingliang.

Additionally, the Ministry of Railways and the government of Sichuan have agreed to accelerate the development of the province’s rail network in the wake of the May 12 earthquake. Work will be brought forward on the planned Lanzhou – Chongqing passenger line and routes from Chengdu to Lanzhou and Dujiangyan, and the Mianyang – Chengdu – Leshan inter-city railway. Preparations for the Chengdu – Guiyang line, Chengdu – Kunming double-tracking and Chengdu – Xi’an passenger-dedicated line are also to be accelerated.

Three China Southern Locomotive & Rolling Stock Corp subsidiaries have received large orders under the agreement. CSR Ziyang will build 500 HX electric locomotives, CSR Meishan will produce 4000 wagons and CSR Chengdu will overhaul 300 locomotives a year, providing a boost to their efforts to recover from the earthquake.

Four major projects have been launched in Fujian, the first time the province has used private finance to fund rail development. The 56 km Meizhou Bay line costing 1·32bn yuan will serve Putian, and the 18 km Kemen and 19 km Jiangyin lines will improve access to ports on the Taiwan Strait. The 1·2bn yuan Xiamen West station will feature traditional 'swallow tail’ architectural details.

Alstom und Veolia bestätigen S-Bahnbestellung
Heute haben Alstom LHB und Veolia Verkehr die Fahrzeugbestellung für die Regio-S-Bahn Bremen bestätigt. Der Betrieb wird mit 36 drei- und fünfteiligen Zügen des Typs Coradia Continental durchgeführt. Der Auftragswert liegt bei 150 Mio. EUR. Die ersten Fahrzeuge sollen Ende 2010 den Fahrgastbetrieb aufnehmen. Die Werkstatt für die Flotte soll in Bremerhaven entstehen.

Eurlings wil spoor snel klantvriendelijker maken
Verkeersminister Camiel Eurlings wil dat de klanten van het Nederlandse spoor, niet alleen reizigers, maar ook goederenvervoerders en verladers, volgend jaar tevredener oordelen over het geboden product. Daarvoor moet beheerder ProRail van het spoornet gaan zorgen. Eurlings zei dit in een vergadering van de vaste verkeerscommissie van de Tweede Kamer. Daar stelde VVD-verkeersdeskundige Paul de Krom aan de orde dat goederenvervoerders vaak klagen over vertraging en capaciteitsgebrek.

In juni dit jaar bracht consultant McKinsey een rapport uit over het functioneren van ProRail. De netwerkbeheerder kwam er daarin in het algemeen goed van af. Dat erkenden ook Eurlings en de meeste woordvoerders van partijen in de Tweede Kamer. ProRail scoort, vergeleken met andere Europese netbeheerders, behoorlijk. Dat neemt niet weg dat het aantal klachten over vertragingen en dergelijke intussen alleen maar is toegenomen, zo werd in Den Haag vanmiddag door veel partijen gesignaleerd.

De Krom (VVD) voerde aan dat de klanttevredenheid dit jaar is gedaald. Dat geldt niet alleen voor reizigers, maar zeker voor goederenvervoerders en hun opdrachtgevers. 'Goederentreinen worden dikwijls op een wachtspoor gezet', constateerde De Krom. Dat komt onder meer door werkzaamheden aan het spoor. Bijna zes op de tien van die projecten ondervinden vertraging, zodat ook de treinenloop van onder meer goederentreinen wordt verstoord, met alle economische schade vandien.

De Krom wijt dit aan slechte planning van bijvoorbeeld spooronderhoud. Ook de capaciteitsplanning van het spoor, door ProRail, rammelt volgens hem. Bovendien is de communicatie tussen ProRail en klanten nog verre van 'transparant'. Ook zijn CDA-collega Ger Koopmans wees daarop. 'Goederenvervoerders zijn niet content. Ze worden onvoldoende betrokken bij de organisatie van werkzaamheden aan het spoor', zei Koopmans. 'Vervoerders zeggen: wij hebben treinen, maar er zijn geen lijnen.'

Diederik Samsom (PvdA) sloot zich daarbij aan. Klanten zijn ontevreden, lijnen niet op tijd leverbaar en er is te weinig capaciteit. Hij hekelde de uitlating van ProRail - tegenover de onderzoekers van McKinsey - dat de ProRail-organisatie een 'maatschappelijke onderneming' zou zijn. ProRail is natuurlijk gewoon een publieke dienstverlener die z'n werk goed moet doen, vindt Samsom. 'Geen fratsen!'

Minister Eurlings las in het McKinsey-rapport in elk geval dat ProRail 'hard aan verbetering' werkt. Maar hij onderstreepte dat de klantentevredenheid snel groter moet worden. Dat zal ook onderdeel worden van het nieuwe beheersplan, dat Verkeer en Waterstaat in februari volgend jaar zal uitbrengen. Dat spoorinfraprojecten vaak forse vertraging oplopen, schreef Eurlings onder meer toe aan bezwaarschriftprocedures en moeizame vergunningverlening. Hij wees op de talloze procedures die bij de aanleg van de Betuweroute moesten worden gevoerd.

Eurlings liet weten dat hij in het nieuwe beheersplan voor ProRail voorstellen voor organisatorische veranderingen bij de netbeheerder zal doen om de klantgerichtheid verder te verbeteren. Daarmee wordt overigens al een begin gemaakt, want in de vier regio's waarin Nederland spoortechnisch is onderverdeeld, worden zogenoemde accountteams opgericht. In drie van de vier regio's zijn die inmiddels gevormd.

Eurlings wil ook krachtig voortgaan op de weg van 'output-sturing' van ProRail. 'Waarop rekenen we mekaar af?' Dan gaat het onder meer om de betrouwbaarheid van het spooraanbod en daarmee die van de diensten die op het spoor kunnen worden aangeboden. In antwoord op een vraag van CDA-er Koopmans zegde hij verder toe dat ProRail zich voortaan meer zal houden aan de overeengekomen deadlines voor spoorinfraprojecten. De bewindsman zegde ook een aantal maatregelen toe om de veiligheid op het spoor beter te waarborgen.

„Stuttgarter Rössle“ wird aufgearbeitet
Der Stuttgarter Museumstriebwagen der Baureihe 612, auch „Suttgarter Rössle“ genannt, bekommt eine neue Hauptuntersuchung. Seit Ende Mai 2008 war der Triebwagen mit abgelaufenen Fristen abgestellt, nun hat sich der DB-Konzern zu einer Aufarbeitung entschieden.

Den Auftrag zur Hauptuntersuchung des vierteiligen Triebzuges erhielt das Fahrzeugwerk Miraustraße (FWM) aus Berlin-Reinickendorf.

RZD signs funding accord

RUSSIA: On October 3 Russian Railways signed co-operation agreements with the Federal Agency for Rail Transport which will provide 45·6bn roubles of federal funding for two important infrastructure upgrading projects. Signed in Moscow by RZD President Vladimir Yakunin and the Head of Roszheldor Gennady Petrakov, the accord is the first to provide financing for major railway projects from the Russian Federation Investment Fund.

Roszheldor is providing 28bn roubles towards the reconstruction of the main line between St Petersburg and Buslovskaya for high speed running, which amounts to 35% of the total cost. RZD is contributing the remaining 65%, amounting to 51·7 billion roubles. Work is due to be completed by 2010, ready for the launch of Pendolino tilting trains between St Petersburg and Helsinki by the Karelian Trains joint venture of RZD and VR. Construction of a parallel line between Petajarvi and Kamennogorsk will accommodate freight traffic to and from the ports of Primorsk, Vysotsk and Vyborg on the Gulf of Finland, which is forecast to reach to 60 million tonnes a year.

The other major scheme is the upgrading of the line between Komsomol’sk-na-Amure and Sovetskaya Gavan in the Far Eastern region, where the federal funds will support reconstruction of the Oune – Vysokogornaya section and the boring of a new Kuznetsovsky tunnel. This is to be implemented through a public-private partnership, with RFIF providing 17·6 billion roubles and RZD a further 42·3 billion.

The upgrading is needed to support the development of new ore deposits and coalfields and the construction of new export terminals in the twin ports of Vanino and Sovetskaya Gavan. Freight traffic on this line is expected to increase from around 13 million tonnes a year to 60 million by 2020.

As well as ferries to and from Sakhalin, Vanino is also the railhead for the northern part of Khabarovsk region, Magadan and Kamchatka which are not yet connected to the RZD network. Construction of new lines into this region is envisaged by 2030 as part of RZD’s strategic development programme approved by the Russian government earlier this year.

Barge Terminal Born breidt uit
Barge Terminal Born (BTB) neemt vanmiddag officieel zijn verlengde kade in gebruik. De Limburgse binnenvaartterminal vergroot daarmee zijn capaciteit tot 250.000 teu. BTB ziet het volume groeien, met name van het nabijgelegen NedCar en van huidige en nieuwe logistieke dienstverleners met vestigingen rondom Born.
Met de uitbreiding is een investering van 9,5 miljoen euro gemoeid, waaraan overheden 4,1 miljoen euro hebben bijgedragen. BTB krijgt daarvoor 140 meter extra kade (totaal nu 340 meter), 30.000 vierkante meter verhard terrein en een tweede brugkraan.

BTB heeft op dit moment vijf schepen in de vaart richting Rotterdam en Antwerpen. Van en naar Rotterdam is er ook drie keer per week een treindienst. De terminal verwacht dit jaar ongeveer 180.000 teu te behandelen. De komende jaren zal dat oplopen naar 200.000 teu.

Trans-Pennine trains get greener

UK: A second tranche of energy efficiency measures has been implemented by TransPennine Express and Siemens to reduce further the carbon footprint of the Desiro DMUs operating regional and inter-city services across northern England and Scotland.

Siemens Mobility and TransPennine Express initiated the Eco-Mode programme to maximise the energy efficiency of the Class 185 fleet in July 2007. By the end of last year, a range of techniques had been adopted aimed primarily at helping drivers to conserve fuel through a more detailed understanding of the topography of the routes covered by TPE’s fleet. Eco-Mode Phase 1 yielded savings equivalent to 1·8 million litres of fuel per year (RG 1.08 p38), but the two companies have continued to develop a more sophisticated approach based around computer control of each train’s power usage.

At the heart of the programme is the selective use of the Cummins QSK19 powerpacks, rated at 750 hp, which are located under each of the three cars. The second phase introduces the 'eco-cruise’ concept, a driver-selectable facility that maintains the speed of the train automatically on two engines, allowing the third to be shut down to save on fuel and lifecycle costs. The driver is able to select the function as soon as the desired cruise speed is reached.

The engine shutdown has no impact on journey times however, as all three power units are used to accelerate to line speed. No hardware changes have been made to the DMUs — the cruise facility can be managed using the existing driver-machine interface.

Shutdown on the move
As part of the latest upgrade, Eco-Mode now allows the train to run automatically on two engines during part of a journey where full power is only required sporadically, for example when accelerating away from ?station calls.

The selection is made on the basis of an algorithm that analyses the geographical location of the train, its speed and the driver’s traction needs. On a less arduous route, such as between York and Scarborough, two-engine running is triggered very early in the journey, whereas on higher-speed routes all three cars are powered throughout. This is a particular feature of TPE services from Manchester Airport to Glasgow and Edinburgh via the steeply-graded northern section of the West Coast Main Line.

TPE expects Eco-Mode Phase 2 to extend the annual reduction in fuel consumption from 7% under Phase 1 to 11%, and the programme as a whole should reduce engine hours by 20%.

In addition to the fuel saving benefits that the software brings, there are additional advantages such as a reduction in engine idling. Most of TPE services now arrive at terminal stations with only two engines running, and one of these is automatically shut down one minute after arrival. These are then re-started just prior to departure.

The programme to modify the 51-strong Class 185 fleet to full Eco-Mode operation was due for completion at the end of August. Passengers are likely to notice the change only through a quieter ride and quieter stations.
